In addition to the fines, countries that have fans that do this should not be allowed to host FIFA games for a significant period of time.
Idunno, the only thing most of these people value is football. It makes sense that messing with that would be the only way to get through to them. Nothing else seems to be working.
What are the fines going to do? The national club / federation pays the fine and there is zero impact on joe-average fan. Take away their ability to go to a stadium and watch their native sons play on the home pitch.
They shouldn't even charge the team or the federation because most of the time they have nothing to do with these crazy fans. We have them in my country as well and they create havoc through games, by fighting, and doing illegal things so the only way to get to them is by charging fans that have this kind of behavior. Or ban them from matches, like England does.
Clubs and the National side will sell there tickets for more only until the fans pay the whole country back then they will drop the ticket prices down to what it was before. That is how they get their money back faster, and there our other ways also.
If the fans violate the rules then they should be the ones to be punished. No tickets for home games sounds very reasonable.
I hate these types of people, and there should be harsh punishments for racial abuse. It should not be tolerated in the modern world of football.
