Actually, it does. You can take that trade exception (true, only for a 4.02M player), but add it together to meet the 125% rule. For instance, assume we want to trade LMA. B/c he's BYC, his value is 5.8M coming back to us, but the other team has to take 10.744M. So the 4.9M difference can only be made up in a trade that involves at least 10.9M coming back (difference / .45...the margin between 125% and 80%). So if were to want to trade LMA straight-up for Jameer Nelson, it wouldn't work b/c ORL can't trade Nelson's 7.6M and get any more than 9.6M back (LMA to them in 10.7M, so no go). If we were to, say, include our 4.02M exception for Bass, the value of our trade going out would then be 5.8+4.02=9.82, and their value coming back is 7.6M + 4M = 11.6M, which meets the 125% rule, so the exception allows you to make a trade that normally you wouldn't be able to.

We'd need to send Andre and JPEC. Dirk's probably signing for a max for him, which is 5M higher than LBJ. 21M-ish, depending. You need to send out at least 80% of that, or 16.7M, and can't send more than 26.35M. LMA counts for 10.7, so we'd need between 6.0 and 15.65M. But since we're taking back that 21M, we have to send out at least 16.7M (not more than 26.35M) and LMA only counts for 5.8M of that. So we'd need to send between 10.9M and 20.55M. The union of those two is what would work....between 10.9M and 15.65M going to DAL along with LMA. Andre + JPEC is easiest way to do that (14.7). Could also do Camby + Rudy (11.9M). Cannot do Camby + either JPEC or Andre. Need to add three of Bayless, Batum, Rudy, Dante, Pendergraph with Andre or Joel

Don't know if anyone has already said this but you CAN'T combine the MLE with cap space because you don't have a MLE unless you are over the cap. So the trade exception and MLE really have nothing to do with each other at all.
The trade exception isn't cap room. But yes, they have little to do with one another since the exception can only be used in trades and the MLE can only be used in free agent signings.
I haven't checked the numbers, but I think Gomes + Joel works for Dampier. That's getting under the cap in a hurry. However, Dallas would likely require $3MM and a serious sweetner. Again, Joel would be their backup playoff center. They wouldn't really care much what he brought in the regular season. We cut Dampier and his non-guaranteed contract and let Dallas re-sign him if they wish.

Brian, you are completely wrong on exceptions. If we had a 4M exception, (which we cannot get BTW), your LA to Orlando does not work. If we were able to take the contract of Bass back for it, Orlando would recieve a trade exception equal to its value. It could not combine Nelson and the exception to get LA.
You also cannot combine Gomes contract with anyone else's from the Blazers right now. It is either trade him for a contract or two worth nearly 6m, release him before the 30th, or keep him past the 30th with the final three years of his contract being guaranteed.
I beg to differ. We CAN get an exception for Gomes in a non-simultaneous trade...I was wrong about the amount...it would be 3.992M instead of 4.017 because Gomes' incentives don't count toward the cap until after the moratorium. So you're correct that the Bass one wouldn't, but only because he makes 8000 more than the exception would be. Those other trades would. I'll spell it out again. LMA (10.7) +the Gomes Exception (rounded to 4)= 14.7M incoming to another team. They can send back between 11.1 to 18.475, using the 125% + 100k rule LMA (5.8M)+ the Gomes Exception (4M) = 9.8M to us. We can bring back in between 7.74 and 12.25M, as long as one player makes less than the Gomes exception. Here's an example you can see on trade machine (coming from the other direction). Let's say ORL wants to trade us Nelson(8.1M) and Bass(4M) for Camby(9.1M), for some reason. That won't work, b/c it doesn't meet the 125% rule. So we say that we'll add Miller, to try to get the salaries to match within the 125% rule. That just misses, also. But ORL has the Hedo Exception. So now, they say that they'll take Miller (6.7M) for their Hedo Exeption (6.8M). The Hedo Exception makes it so that the values are high enough to work under the 125% rule, just like my example above. Here's the proof.

OKC does not have enough cap space. Memphis has 3.2M in cap space according to the ESPN trade checker. Say we trade Gomes to them and 3M for a player and that cap space. Memphis now has to pay 2.75M to release Gomes and that number gets spread out over 3 years. 250k is not enough to make it worthwhile and the trade exception would be Gomes 2009-10 total minus whatever the salary of the player we have to take back. Gaining a slightly over 3M trade exception is not worth adding draft picks. After July 8th, we would have to convince a team to take on 3 years at just over 4M a year guaranteed to take him. That is going to cost us alot of talent.
