Portsmouth suffer the pre-season tour from hell Portsmouth boss Steve Cotterill will be a relieved man with the club's North American tour finally over, which ended with a 4-0 thrashing at the hands of DC United. The club suffered horrendous transport problems, while their kit and medical supplies went missing en route to Washington. The defeat was of little concern to Cotterill after the club had to endure a 28-hour journey just to get to the match. He said: "I am happy with the players. I'm not happy with the result, but their performance in the circumstances was good. They have been through an horrendous journey and tour and played in ridiculous conditions. RULES CHANGE Football League in homegrown ruling Football League clubs will be obliged to have at least 10 'home-grown' players in their squads from next season. The 72 clubs voted on the new rule as one of a number of changes at their annual general meeting in Malta on Tuesday. Other new rules will see clubs being hit with a transfer embargo if they do not file their financial accounts in time, but a proposal by Leyton Orient to impose a relegation of two divisions for any club going into administration was rejected. League chiefs will however review the punishments for administration to see if they need toughening up. Under the home-grown rule, clubs' first-team squads will be restricted to 25 players over the age of 21, of which ten must be registered in domestic football for three seasons before their 21st birthday. The English Football League has ruled out the possibility of including Premier League B teams or clubs currently outside the English system in its proposed restructure. Plans for a revamp of the game below the top flight, which would primarily see the EFL change from its present three-division format to one of four leagues of 20, were announced earlier this year. One of the key questions to be determined was where the additional eight clubs to bring EFL membership up to the required 80 would come from. There were suggestions some Premier League B teams or Scottish giants Celtic and Rangers could be invited to join a new National League Three, but this has been dismissed following a meeting of the existing 72 clubs.
