giving out Reputation

I thought that the reputation system was set to only not allow you to give rep to the last person you just gave rep to.

Well today I tried to give rep to 3 seperate people who I have previously given rep to and it tells me I must spread around my reps first.

has there been a change or is there an issue or as usual, is it just me??

when did that start?

I've repped Speeds, Celtic King and others more than once and there's no way in hell I've repped 20 different ppl total since I've been here. I only dish it out once in a while.
