4He should be, but if they can use the Anxiety as a case for reinstatement, he may just be allowed back. Usually it's 3 and out.

Even if they did let him back, he hasn't played in a few years, and he's up there in age now anyway. The CFL doesn't count as playing, so don't tell me that it counts.
