Comments may be filed using the Commission’s Electronic Comment Filing System (ECFS) orby filing paper copies.30 Comments filed through the ECFS can be sent as an electronic file via theInternet to http://www.fcc.gov/cgb/ecfs/. Generally, only one copy of an electronic submission must befiled. If multiple docket or rulemaking numbers appear in the caption of the proceeding, commentersmust transmit one electronic copy of the comments to each docket or rulemaking number referenced inthe caption. In completing the transmittal screen, commenters should include their full name, U.S. PostalService mailing address, and the applicable docket or rulemaking numbers. Parties may also submit anelectronic comment by Internet e-mail. To get filing instructions for e-mail comments, commentersshould send an e-mail to ecfs@fcc.gov, and should include the following words in the body of themessage, “get form.” A sample form and directions will be sent in reply. Parties who choose to file bypaper must file an original and four copies of each filing. If more than one docket or rulemaking numberappears in the caption of this proceeding, commenters must submit two additional copies for eachadditional docket or rulemaking number

This is nothing more than a poorly disguised attempt to steal the public internet from it's owners (private citizens of the world) and gift it to industry giants for their profit in exchange for monitoring and reporting on the activities of said private citizens of the world.

If it passes, the internet instantly becomes about as useful and relevant as summer re-runs of Dallas.
