He put up 13.8 & 8.7 just last year, in 28 mpg. Translates to 17.6 & 11.1 per 36. I believe that qualifies as "showing the ability to put up 15/10 if given the minutes".

There's a reason he's not "given the minutes" though. A 15 PER with a 25 usage? Yuck.
 
When did this happen, and how did I miss it? That's an incredible stat line for a season.

He averaged 15/10 in 66 games as a starter last year

Not sure how missed it.

In his last 34 games last season he averaged about 18pts/11reb

Well, let's not forget who he was playing with, and how that team ended up last season. As Charles Barkley says, even on bad teams, somebody's going to score and get rebounds. I think the fact Cleveland thought he was worth trading, and Sacto thought he was worth releasing, is noteworthy. I'd be leery of giving him any kind of money that is above a minimum contract. He seems to be a head case, and I wouldn't put too much money into a head case.

It's all about being in the right situation. Even Marcus Camby turned into a head case in a bad situation.
