Leave it to Maris to cherry pick a stat that makes his boy Serio look less bad than he really is. EFF is a very simplistic stat. EFF/48 is pretty much meaningles. If you want a single numner that normalizes for minutes played, pace, and weights the importance of the individual stats, try PER, it's a much more comprehensive stat.
PER:
Brandon 24.0
Rudy 15.4
Steve 14.5
Sergio 12.5
That's a much better indicator of the relative value of these players' contributions - much more indicative of how much they help the team than your ridiculous EFF/48 numbers.
To see the real picture, you need to dig a little deeper. Sergio is definitely the weakest link in the Blazers nine man rotation. He's the only player on the roster that played more than 1000 minutes with a TS% (0.491) less than 0.529. He's also the only player on the roster with more than 1000 minutes played with a negative ORtg (offensive rating) - DRtg (defensive rating). Compared to the other guards in the regular rotation:
ORtg - DRtg
Brandon: 123 - 109 = +14
Rudy: 120 - 109 = +11
Steve: 118 - 110 = +8
Sergio: 103 - 109 = -6
So, per 100 possession, Sergio is the only player in the top nine that gives up more on defense than he generates on offense.
BTW, Channing Frye is 10th on the team in minutes (746), and like Sergio he has a low TS% (0.465) and a negative ORtg - DRtg (100 - 108 = -8). I don't hear anyone launching a campaign to get Channing MORE minutes.
Face it, Sergio is the 9th best player on this team - and the only one in the top nine that has a negative net impact when he's on the court.
Take heart, though. The 3rd year Sergio has played better than the rookie Bayless (and Channing).
