I'd think the local governments will come up with at least most of the money; but it's not going to be a quick process....and it shouldn't be either
but I'm wondering....if you were told you needed to remodel your house (that you owned outright without debt by the way) in the next 2 or 3 years or you'd have to move because the house didn't meet code...
....and you talked to a contractor who said the remodel would be 200K, and who didn't offer protections against cost overruns
....and you asked to see the plans....and he said there are no plans...yet
....and you asked how he came up with the 200K number....and he said it's secret and before he told you about the secret, sign this NDA
....and you asked what exactly the 200K was going to be used for...and he said that's secret too, but trust me
.....and you asked if he'd warranty the work for a specific number of years....and he said, probably, but only after you signed a contract you can't get out of and he might attach conditions and exceptions to the warranty
wouldn't you have some fucking questions? wouldn't you be inclined to tap on the brakes a bit?
