10 billion between federal and state funds. Here is the topper. They have been spending more and more each year to try and stop it, and every year Humboldt county has had a record breaking sale amount, higher than the previous year. One of the DEA Helicopter pilots was interviewed on NBC. He said 7 years ago he would fly all week to find one crop. Now he finds at least one every 4 hours. And they don't even make a dent. Your taxpayer dollars at work.
 
It has to be frustrating for state workers in California. They'll do the same thing they do every day but not get paid for it--nothing.
 
California is apparently giving out IOUs instead of actual money for tax refunds. Overpay your taxes and the state is still keeping your money.
