It appears to be a conflation of two instances. First, that Clarence Thomas failed to report Ginny Thomas' income from the Heritage Foundation from 2003-2007. It's hardly a secret she was working there.
Second, that she founded a Tea Party group in the fall of the 2010 election and raised $550K. I don't know why the Citizens United case would be of import regarding the formation of this group.

By that logic, Elena Kagan would have to recuse herself from every case in which the Obama Administration is involved as would Ruth Bader Ginsburg and the ACLU.
