It certainly can't mean any other party is guilty. I am not even sure it means the crime charged even happened.
As I hear it, the crime reform bill we hear about coming is to restrict the prosecutors ability to make these sorts of deals.
Innocent people with the slightest integrity never plead guilty. You gotta ask yourself, would you? I wouldn't plead guilty in a Million years. This means that Trump only hires future felons.
