Aw come on now! Just because they are strategically located and specially funded is no reason to leap on a conclusion. But some point out that the facilities are not in Black neighborhoods.

Another good point in a different article, is the 3% figure and how it is derived. Ha! I love derivatives. But even so. The 3% is a service you can not get at Walmart. Much of the other, you can.
