Dell Quickset Help

I have a Dell Inspiron E1505 laptop. It's about 6-7 months old. Tonight, I noticed that the pop-up volume notification status bar no longer appears when I press "Fn + Page Up or Page Down" to raise or lower my volume. The screen brightness hotkey pop-up notification bar still works, however. I tried doing some research, and I think I've discovered that the Dell Quickset is what makes these applications "work." I opened the quickset, but I have no idea how to get the volume status bar back. Any help? (Hope I explained that well enough. If further clarification is needed, I can try to explain what I mean better)</p>

EDIT: I'm running on Vista Home Premium.</p>
