Yep, it is. You gotta give a guy room to land else you're gonna have twisted ankles all over the place. Stepping on another athlete's foot is the most common accident leading to injury in sports. Ask me how I know.

Let me clarify, though. I know you need to give a player room to land in certain offensive situations. The play where Nurk was injured is not one of those plays
 
I haven't watched the injury or the events following, so I really have no idea--did the ref step over Nurk after he went down?
Yeah, and he tripped over Nurk's left foot further injuring Nurk's left leg. But he appeared to be looking straight ahead rather than down so I don't think it was on purpose or even thoughtless. Probably just really bad luck.

Well, I'm gonna disagree and let's leave it at that.
I broke a ligament doing exactly the same thing, stepping on some guy's foot during a volleyball game. That's what I learned when I was being cared for. There, I force fed you.

that's false because NBA players don't have a set of eyes on the back of their heads.

and the 'landing rule' is about defenders moving under shooters. Nurk was battling for rebounding position
