Netherlands is the first country to have no more stray dogs without resorting to euthanasia. Combination of strict and enforced animal welfare laws, requirement all dogs be licensed and neutered and subsidies for people to neuter dogs. Pets purchased from pet stores are steeply taxed to encourage getting dogs from shelters instead. Businesses and housing encouraged to have pet friendly policies.
Isn't it nice to see a government do good things?
