Eek. If he was drunk (AND if the city council was supposed to, but failed to, approve the agreements) then it doesn't seem like a standard contractual claim will succeed. Maybe some sort of estoppel, if the company acted with the understanding that there was a valid agreement.

I can't imagine anyone would vote for someone who made that kind of mistake in a future election, but I guess people have voted for worse.
