Mean, yes. But that's politics. If you don't define yourself, the other side is going to define you. And if you define yourself badly, the other side is going to highlight that.
Although there is reason to believe that Dudley is actually a reasonably smart guy, he's done a nice job so far of appearing empty-headed.
