Rubin's surrender comes on the eve of the 15-year anniversary of her first suspected arson attack -- against the U.S. Bureau of Land Management's Wild Horse Corrals near Burns on Nov. 30, 1997.

The government alleges that she also tried to burn BLM Wild Horse Corrals in Wyoming in 1998, took part in the arson attack that destroyed buildings at the Vail Ski Resort in Colorado in 1998, helped burn a U.S. Forest Industries building in Medford in 1998 and participated in the arson attack against a BLM corral in California.

A federal indictment that outlines the various attacks says Rubin went by the nickname of Kara and was part of a group that called itself "The Family." Acting under the mantles of the Earth Liberation Front and the Animal Liberation Front, the group's various cells committed 20 arsons, the government alleges.
