I thought I read somewhere that most of the issues with the lake stem not from the Tualatin as much as it does from run off from homes. the Lake itself is too stagnant, and artificial. that's why it's gross, not the Tualatin.

The City of Tualatin isn't even mentioned in the wikipedia article for the Tualatin River. That's because it was named after the Tualatin Valley, which houses many cities. Tualatin isn't 83 miles long. Click to expand... There are times when driving on Boones Ferry, Martinazzi and T=S Highway that it does feel like 83 miles long.
