Was it a Mexican Chef that made the shell though?

I want to point out that chef's can be of any nationality and just because the dish pictured in the Tweet is only loosely inspired by the ethnic cuisine of Mexico it may have been prepared by a Jamaican, an Irishman, A French person, a person of Asian, African or European Descent.... The Irony of it being made by a Mexican Chef would be quite funny, due to political relevancy.
