I have no idea if it's real (probably not) but it made me laugh so much that I didn't care. Especially the "rim Meatloaf" thing.

I don't think the article is real, though it's probably a good idea to either pay for or get permission from the artist before using their work, even in a political campaign.

Fox News sent a similar request to the McCain campaign because they used the voice and maybe the likeness of one of their reporters in a campaign ad.
 
I think that writeup is hilarious! Unfortunately for Ann and Nancy, they have no control who uses their music as long it's been licensed and they're reimbursed for it.

Yeah, but it's fairly amusing (if this is real) to donate the reimbursement to Obama's campaign. Symbolically, funny for McCain to be contributing to Obama's campaign with every play of the song.

you can't use copyrighted material without the express consent of the copyright owner. You can't use material without permission. In this case, they are probably upset because they don't want to be associated with McCain's campaign.

Though, in this case, they have no recourse. Sony/BMG is the rights-holder and the Republican Party entered into a licensing agreement that allows them to play a broad array of songs at their events, including "Barracuda."

"Barracuda" was played at the 2008 Republican National Convention after speeches by the party's presidential nominee John McCain and his vice presidential candidate Sarah Palin (most likely a reference to Palin's nickname "Sarah Barracuda"). On September 5, 2008, the Wilson sisters made a statement to the press disassociating themselves from Palin's views,[citation needed] and later Sony BMG and Universal Music sent a cease-and-desist order to the Republican Party campaign.[7][8] However, Roger Fisher, (founding band member and one of the five co-writers of the song), was reported to be "thrilled" by the song's use, as the publicity it generated allowed him to endorse Barack Obama's campaign to a much bigger audience, and the additional royalties generated allowed him to make a bigger donation to Obama's campaign.[9] (The song is licensed for use in public performances under a blanket fee paid to ASCAP by the Republican National Convention; the Xcel Energy Center's ASCAP license itself did not cover non-sporting events.[10][11])
