How do u get a different color in the background?

I know how to get black and white and do patterns by going to filter/render and so on. All I want to know his how I fill a layer with just one clear color with no effects? How do I change the background color?

its that paint bucket tool. dont mind the other circled thing.. but its the lower circled button. you see in the picture where its the color red.. u double click on that and u can change color there. then you just click once in the area u want to paint the color at
