17K for a house is reasonable, as that is LI standards too.
But that for a condo or coop is excessive. In Manhattan property tax is even lower.

House... it's still nuts. It's gone up 70% in 9 years.
It's based on value, so if the condo is worth $300K then you pay x% of that. Just like a house. Tax rate is same for all residential buildings in a town. Commercial rates are different. The big difference is that some idiots shouldn't pay the same amount for a condo with no property that others pay for a house with land. I see it all the time. New condos for $700K and think to myself why would someone pay that much and not own any land? But people do.
