There used to be huge fines for this, nowadays its like 50k and a slap on the wrist. The rules have changed a bit since 1971 because of how big the game has gotten, but there needs to be a huge crackdown on tampering. NYK got a slap on the wrist for there tampering, which seems unacceptable to me.
