New stimulus package recommendation

I'm basically opposed to any new so-called "stimulus package," but if they want to give money to everybody, why not just change the tax tables and reduce everyone's income tax-to-pay by whatever amount they want? Seems to me it would drastically reduce the overhead involved from cutting a check to each of millions of people down to cutting extra checks only for people who would have paid less than the amount of the change?
