SEOUL—North Korea is continuing to develop infrastructure at its nuclear research center at a rapid pace, according to new satellite imagery of the facility, even as the U.S. looks for concrete steps by Pyongyang toward denuclearization.

The analysis, published by 38 North, a North Korea-focused website published by the Stimson Center in Washington, found that Pyongyang appeared to have modified the cooling system of its plutonium-production reactor and erected a new building near the cooling tower.

Lots of mis-information.

First, the Soviets "gave" North Korea "nuclear technology" as early as the 60's. Kim Il Sung was already deep into a nuclear program when they signed the NPF ... EDIT: In doing the research for this, someone's already compiled it. https://en.wikipedia.org/wiki/Timeline_of_the_North_Korean_nuclear_program

But what people may be referring to is that, in return for shutting down their nuclear weapons program, Clinton/the US gave NK a whole bunch of oil (as an "alternative fuel" to "replace electricity production") and Light-Water Reactors (which are, theoretically, harder to make weapons from), so that they'd shut down their graphite ones. If they "just wanted the peaceful power."
