My Spanish is lousy, but what I read is that one doesn't have to provide information on oneself in order to obtain benefits for one's "real American" child. The "illegal" wouldn't receive benefits, or only the proven "real American" would factor into the benefit amount.

If you read a bit of history you'll find the main concern was that the massive wave of chinese immigrants were almost exclusively unskilled male laborers, were being successfully exploited by capitalists to suppress wages in the gold fields, and it was destroying our economy.
