The 2012 NCAA Division I Men's Basketball Championship Second/Third Rounds are coming to Portland, OR March 15 & 17, 2012 hosted by University of Oregon and held at the Rose Garden!

no, it's the first weekend. The play-in games are considered "Round One". Portland will have the 1-16, 4-13, 8-9 matchups, etc.
