That's not really true. Point of emphasis rules are enforced pretty rigorously all season. When point of emphasis was on the defenseless receiver rule, there were tons of flags all season for it (leading to a lot of angry fans and players). Same for the "Tom Brady rule," making it illegal to lunge or dive into a quarterback's legs from the ground. I think there's going to be a ton of illegal contact and pass interference calls this year.
You know what the best way to get around the rules is? Play so physical that the refs can't keep throwing flags at you every play. You'll get away with a lot for little to no real damage in the scheme of things.

These were the avg penalties called on teams and I don't expect the total number to vary to much. No team except for Oakland has exceeded or even come close to 10 a game in the last 9 years.
