My outrage is look at that guy... He doesn't need rounded up by police he needs help. Shelter, food, probably a psychiatrist (sorry if that sounds insensitive). Yeah, the police shouldn't be leading a guy by rope in 2019 (or ever), but there are scores of people who need help that aren't getting it and that, that sucks...

The mentally ill are mistreated every day by police. I've witnessed it when my mentally ill brother was alive. They need training on recognizing the difference between a confrontation with a problematic person and a mentally ill one and how to deal with the mentally ill.

BUT, and this is a huge but, why would they have thought "oh hey, you know Bob, instead of calling in backup with a car, let's just have the guy walk with us, while we lead him with a rope".

I think you mean it doesn't really conflict.
I thought the whole theme of the thread had to do with the way these two police officers led this person off to jail and you say people are pussies about their objections to the arrest and subsequent leading to jail and find the image of it offensive. I'm unclear as to how these two things don't conflict.
