...fine with me, but I think calling a strike on a batter is a better deterrent than a fine....also, as far as making managers appeal plays promptly from the dugout only is not gonna stop them from coming out of the dugout to argue calls.

Don't like it. Its behavior control and namby pamby bullshit. You want to improve the pace of the game....hold umps accountable and fine them for being confrontational.

I've also seen pitchers take 25-30 seconds to throw the ball when supposedly there's a 20 second clock. Enforcing that would also cut down on batters stepping out.
