Here is the salient phrase in the article.
"the state of our climate and the tragedy of social exclusion"
If one takes the time to read the bill that was before Congress a few years back, that could not get more than few Democrats in support much less any Republicans, you would soon see the desire for "Social" change and damn little to do with Climate change. The whole scheme is the redistribute wealth though out the world.
This line of thinking follows the script of, never let a crisis go to waste when it could move forward the agenda.
Since this agenda is basically a scheme worldwide to tax the wealthy carbon users to benefit the less fortunate, and create a new market system for carbon use, it is in Caesar's court.
The Pope should refresh his Bible study.
"Mark|12:17 And Jesus answering said unto them, Render to Caesar the things that are
Caesar's, and to God the things that are God's. And they marvelled at him."
The Pope is sliding out of God's work and into Caesar's, The Caesar's of the world need no help finding way to shear the masses that have, most of whom live in the US and Northern Europe.
But a growing number are also in Eastern Asia.
