well in the long run, if you want to stop illegal immigration, you need to improve peoples' quality of life in Mexico itself. That's of course primarily a concern of the Mexican government and easier said than done, but the US' policy concerning Mexico thus far has been, if anything, counterproductive. Look at the NAFTA for example, that sh*t is immensely biased and clearly favors the US. But the Mexican gov't has no other choice but support it because it needs the foreign investments. Still, there is a lot that could be done to improve the situation.And until then...build higher fences, woohoo.

it can, though it would take a crapload of money and work, and you'd need an effective safeguard against corruption. It's possible to clean Mexico up, but yeah, realistically you're right ,chances of that actually happening aren't too great.
