Question re: salary cap situations for draft-day deals

Doesn't the league year reset sometime between the draft and free agency, so we don't have cap space for uneven trades during the draft?

Also, when looking at other teams' payrolls for potential draft-day moves, I should use their 2012-13 figures, right?

Cap is not set until after the July moratorium. For draft day deals, use the 2012-13 figures. However, deals can be agreed to that use 13-14 numbers like the Bayless trade but cannot be announced until July.

I assume S&Ts add another layer of complexity that rule them out even with the "handshake" variety for draft night, right? Because you have to involve the player and his agent at some point. For example, we can't trade Batum and #10 to Sacramento for #6 and a to-be-signed-and-traded Tyreke Evans, can we?

Or can we do a draft day deal involving Evans's 12-13 cap figure of $5.2M?

Evans cannot be traded until after the moratorium.

Sign and trades are trickier since players can only negotiate with their own team until July 1st. Each team would have to draft the players involved and then hope the other does not back out. Not going to happen.
