It's really not that hard to figure out. Owners are putting their money on getting a hard cap with the next agreement and know that the players cannot withstand a long holdout. So right now owners are throwing money at players trying to get who they can, because when they get the hard cap, contracts will be renegotiated and a large chunk of this money being thrown out there won't even be touched by the players.

Rookies drag down the average salary because their salaries are locked/depressed by the CBA.

Miller is a good shooter and a guy who can do a lot of things. It makes sense that teams with superstars would want to add him, even if he lacks upside and will never again be much above average as a player.
