Can anyone tell me how to use the smudge tool effecitvely?

The best way if you want some good smudging for effects is to make a brush in the shape of an X, about 35 pixels and smudge it at about 50% strength. Set it to linear dodge or whatever and put your original render on top.Your question is very vague though.
