It's true that neither party has made solving the issue of migrants and refugees at the border, with a sustainable process, a priority. That's a perfectly reasonable "both sides." However, acting like Trump behaved the way every US President has, when it comes to people trying to cross the border, is willfully blind. I won't argue that Obama or anyone else handled it well...but no previous President demonized immigrants and tried to make object lessons of refugees like Trump.
Both parties are culpable. Trump was an outlier when it comes to being terrible about border issues.
As to what Biden can do--precious little immediately. Resources at the border are what they are, no amount of caring can wish more resources into existence. It's a humanitarian crisis which, as was mentioned earlier in the thread, is going to need both parties and other nations to be involved in figuring out how to solve it in a humane way.
