Alright if each steps are seperate. LIke the top one is seperetaded every time you see a new pic its a seperate one.

Press F7 then It should say "normal" then arrow lcik the arrow and you have options
 
Get all those effects from the layer box in the bottom right corner. See that thing that says 'normal' with a drop down option box? those are the effect things, and overlay is an option there. What it does is basically opacitate the pic so it blends in with whatever is below it.
