When does the cap space become official?

I'm just wondering when the contracts officially come off the books because we could make an offer to a team trying to clear cap space before the draft. We have so few contracts that it would be almost impossible to make a trade otherwise.

I was looking at Boston, for example, and if we wanted to trade for Rondo before the draft, we would have to deal Matthews and we still wouldn't be close to his (roughly) 10 million per year contract.

But if we had the cap space, we could deal Boston a lottery pick and Matthews for Rondo, or just a lottery pick so they could clear cap space to go after Deron.
 
cap space isn't official until July 1st. But there is no need for Boston to clear space before the draft for Deron, since nobody can sign with the cap space until after July 1st anyways.

I guess you could draft for them and then make the deal. Mostly I was just thinking so they could have the pick before the draft.
