Pretty much a fully recognized, fully in progress "tool" of The New World Order as practiced by every US President since Reagan took office. I see no credible basis for argument about it since it is blatantly apparent in nearly every action of our government, but of course I welcome debate on the topic if any of you feel you have something to add to the discussion.
