I'll be the first to admit that I don't trust Chinese nuclear-powered boats to maintain all of the regulations that we do. As for the DPRK, they have enough trouble keeping diesel boats afloat.
The "duct" is a Kort nozzle. It's not (as sometimes postulated) a "shroud".

Well I think there is. The nozzle is a foil section rapped around the prop. This will cause the water to begin to flow prior to meeting the prop. The higher velocity of the water will allow the sub to achieve that much more speed relative to the water meeting the prop before the noisy cavitation begins.
following this line, would it also be quieter at lower speeds as well?
