Matthews has a 3pt shot and plays really good defense. He was good enough to start for Utah and for Utah to trade away Brewer for a protected future 1st round pick.
I think the real answer is that he was an RFA. The Bulls would have had to offer him like full MLE kind of money and there was a risk Utah might match. Though they didn't match Portland's offer. His contract is also longer than Brewer's and increases yearly.
