Brief look at the current "guaranteed contract players"

1.) Lillard
2.) McCollum
3.) Hedo
4.) Plumlee
5.) Leonard
6.) Vonleh
7.) Aminu
8.) Davis
9.) Alexander
10.) Pressey
11.) Harkless
12.) Connaughton
13.) Kaman
14.) Montero

they're signed, but they can be cut without a guarantee of money. Right now they're "signed" and "on a roster spot". You're missing Kaman and Connaughton and Montero.
 
I think Neil is punting on this offseason and is stacking chips for next offseason.
 
Alexander's contract is only $100k guaranteed; I think odds are he's cut. Crabbe contract becomes guaranteed next week on Aug 1 and I'd be shocked if he's cut.
 
Pretty sure Crabbe will make the team, and I don't expect a few of those guys to be part of our active roster. Connaugthon, Montero, Alexander and Pressy are D-League fodder.
 
So we have one roster spot for Frazier, Alexander, or another free agent. If I was betting I'd say this is our opening day roster but of course Neil will be open to opportunities. We might sign Delly or TThompson but Cavs will match. I expect us to wait and gauge interest for using cap space during the season. Disappointing teams will look to cut salary and we will have a better idea what needs our roster has.

Blazers have rarely sent players to the DLeague. I could see us sending Alexander or Montero there.

If Blazers send someone to D-League, they still count against the 15-man roster limit. Otherwise - Blazers have to cut them and they are Free Agents and can choose to go play in the D-League or go to Europe or where ever they want. Blazers have no control of their activities.

Is the roster finished? I think so for the beginning of training camp. Then we'll see who will be on the regular season roster and those that'll ride the pine for nearly the entire season.

With that said, I think Olshey and company will have several trade opportunities leading up to the trade deadline. He should have plenty of chances to take advantage of our cap space.

For players signing fully guaranteed NBA deals that's true. For training camp invites we can send an additional 4 to the D league beyond the 15 rostered players and retain their rights. But each contract has to be setup to allow that. Perhaps Alexander was signed that way, I haven't heard.

Blazers don't have any draft rights on any of these guys (except for Pat - but they have already signed him to a contract, so if he is cut he becomes a UFA and Blazers loose their rights).

NBA Training Camp Allocations: Up to three players released from the roster of an NBA team before the D-League Draft can be allocated to that team's D-League affiliate provided they sign the standard D-League contract. They are known as “affiliate players.”

This was increased to 4 spots last year.
 
That doesn't mean that we retain exclusive rights to them though.

In fact, the players cut during training camp are much more than a blip on the radar from the NBA D-League's perspective. NBA rules allow teams to designate up to four of those prospects as "affiliate players," meaning they are automatically allocated to the D-League affiliate of the NBA team that cut them (provided they choose to sign an NBA D-League contract).

Unlike in baseball, affiliate players remain free agents available for any of the 30 NBA teams to sign.
 
here is Neil's vision. we tank this season. get no.1 pick and draft ben simmons. trade kaman, crabbe, alexander, and cash consideration for a top 10 pick. use that pick to get brandon ingram. sign kevin durant and bradley beal to max. trade davis, pat, hedo, and future picks for 2017 draft. the pick turn out be in top 5. use that on thon maker. sign andrew bogut to MLE. here our roster for 2017-2018 season.

if this is Neil's vision then i am excited. the starter would be legendary and bench would beat any starters unit in the nba.
 
Wish we able to loan out a number of players to the D League and then call them up at the end of the season. Would really help the league talent wise.

You realize that everything you suggest has no chance of happening? If we can't keep our good free agents what makes you think we could attract Durant to a shitty roster? We're not bad enough to get the #1 pick, so our chances of winning the lotto will be like 4%. The Wizards will match Beals Max offer sheet especially if they don't get KD and 3 guys that sit on the end of the bench won't get us a top 10 pick. And Bogut is worth way more than the MLE and wouldn't take a pay cut to be a 3rd stringer. Plus we won't be able to trade Hendo next offseason because he'll be a free agent. And a team just hands us a top 5 pick for bench players? Never gonna happen.
You gotta stop with this 2K stuff. Nothing you suggest will ever happen if it's even possible through the CBA.

I'm still thinking Kaman gets moved. I know the whole mentor thing, but I think that process with Meyers is done and Chris' mentoring doesn't fit the other players we have.

Look for a playoff team needing a backup our 3rd string center to swap a pick and filler to us.
