As near as I can tell, Obama is bound by the constitution to uphold the treaty Carter signed with Egypt to give them $billions in military aid. The arms we have given them all along are almost certainly under the control of the military leadership there. Unless they've had some of it stolen - I've not heard anything like that tho.

I'm pretty sure Obama should be glued in his chair doing something, though.
