If there are very few, then we really don't need armed civilians. And I doubt there are all that many mercenaries available for hire in this country - especially given that there's probably a pretty big overlap between those who would be mercenaries and those who would be excited about taking up arms against the government.

As you know, we do not have a democracy in this country, it is representative democracy or Republic. A union of independent States with a Federal Government handling those matters assigned by the Constitution to the Federal government. All other matters are left to the people or their States. The election of the President of the Federal government is done State by State, just as are their representatives. So it is a done deal when talking about a Senator. But with the President, it takes a plurality of votes among the States, with each State voting it's weight as a State with an official census count size in population.
The electoral colleges fill that role in voting the results of each State election. It is up to the States on how they parse out the electoral votes as a result of their election.
It was never intended to be a direct popular vote of the people anymore than any vote in congress, our representatives vote on our behave.

Yes, the value of the States in total, does dilute the value of the large populations centers, so attention must be given across the Nation, not simply pander to a handful of large Cities. Working as designed.

The above highlighted statement is going to be closely looked at soon. The 2020 census is going to ask each person if they are a citizen. Non citizens should not be counted as they are now in parsing out the Representation and the Electoral votes. The states of California, with who knows out many illegals, is suing the Federal government over this issue of non citizens. The State of Washington is joining the case with California.
