When a starter is injured, they don't automatically take the next vote getter and plug him into the starting lineup
 
Billups will get the nod if Kidd doesn't play for the East. That much is obvious. I don't think votes play a part at all at this point. Somebody has to make it onto the team as a reserve and the league will make that decision themselves (like they did with Rasheed). I'm hoping Calderon makes it in, since a PG just left the team.
