I think the best, or at least most impactful is pretty easy for me:

runner-up in terms of impact is probably:

it looks like the Nets did well because Mookie Blalock was a great defensive player (but they traded him 3 years later for Rumeal Robinson)

Portland just made it much much worse when looking at what they did with that 1978 first round pick:
