The crux of the question is, what determines HCA? If seeding does not = HCA, then it does go to a 2 team tie to determine HCA.

That's been my point all along. They changed the rule to make the seeding work out all the tiebreakers. That is why there is no specific rule in the new rules because the seeding process now solves all issues (or at least they thought it did).
