The former New Zealand international announced in February that he would be joining Celtic League rivals Ulster after five successful seasons in Cardiff.
Rush, 32, was inspirational throughout the Blues' triumphant Challenge Cup campaign and he was a key figure again in Sunday's 28-21 final victory over Toulon in Marseille.
"He's in discussions with Ulster and us," Young told BBC Sport Wales. "He did make a statement early doors but obviously it's up to him - we can't do anything about it. We would love for him to stay but it's up to him to make that decision."
He added: "He's got to make that decision and hopefully he will stay with us. It's out of our hands pretty much."
